Submission of Memorandum to Negeri Sembilan Chief Minister – Protest on Mass Stray Dog Killing

On May 9, 2025, more than 300 individuals, including animal lovers from other states, gathered at Wisma Negeri, Seremban, to voice their protest against the proposed culling of stray dogs by the Chief Minister of Negeri Sembilan. This assembly aimed to urge the Chief Minister of Negeri Sembilan, Dato’ Seri Utama Haji Aminuddin bin Harun, and the State Assembly Members (ADUN) to seek more humane and sustainable solutions to address the stray dog issue in Negeri Sembilan.

The Malaysian Animal NGO Coalition, comprising 40 animal welfare organizations across Malaysia, called upon the Chief Minister of Negeri Sembilan to retract the proposed culling of stray dogs and replace it with a No-Kill policy, including sterilization and responsible adoption. The memorandum also advocated for effective reforms to the Animal Welfare Act 2015.

Our Appeal to the CHIEF MINISTER OF NEGERI SEMBILAN:

  1. Cease the proposed culling of stray dogs and replace it with a No-Kill policy.
  2. Establish an open dialogue with animal rights organizations to find more sustainable and humane solutions.

The Malaysian Animal NGO Coalition is determined to continue collaborating with the authorities in ensuring a more just and sustainable resolution to the stray dog issue. We believe that a No-Kill policy is the best solution for managing the stray dog population humanely and responsibly.

Persatuan Haiwan Terbiar Malaysia (SAFM), the Stray Animal Society of Malaysia, firmly supports the No-Kill Policy and urges the immediate reform of the Animal Welfare Act 2015.
